Pastors lack education in training people.
2.
Pastors are not expected to train people.
3.
Pastors receive satisfaction from being needed.

Training people is hard work.

Pastors feel laymen are unqualified.

Laymen feel inadequate to do the work.

Pastors are in the habit of doing everything.
